Most records managers know that the control and management of the information contained on a hard drive is one of their primary concerns. In every profession, it’s what you don’t know that can hurt

you. In the case of obsolete computer equipment, which is generally loaded with data, ignorance is not bliss.

Records management responsibilities traverse along many avenues: corporate, moral, historical and of course the practical day to day needs of simply locating proper information for internal clients and others in a secure fashion. But external forces are always hovering over every decision and every action a good Records Manager makes. Those external forces include the dynamic and ever changing trio of compliance, legal and regulatory issues.

Managing data includes managing media containing devices, i.e., all the electronics involved in your organization, from their birth till their death. “End of Life” electronics are security and compliance hotspots. Sixty-five of all organizations today have no practical approach to handling the proper disposal and destruction of confidential electronic data. So let’s explore some facts and then look at a couple of proactive steps you can take towards establishing a judicious, planned approach that eliminates risk.

e-Waste is simply electronics that are obsolete, broken, or unwanted, and present an environmental hazard if not handled properly. When it comes to e-waste, probably the biggest danger for records management professionals is doing nothing. Hoarding old computers is a rampant practice and a dangerous one. What can be dangerous about letting old computers sit? Outside of the R.M. standard of trying to maintain “fresh and live” information so it can be accessed at a later time, there are two types of dangers inherent in keeping old media containing devices. The first failure is not recognizing you have an environmental hazard on your hands. The second is much more onerous, the failure to eradicate improper data handling can cause embarrassing incidents and exposure to data leaks.

Approximately 4 or more stored, obsolete computers can comprise a compliance issue. By ignoring any one of the environmental and data privacy regulations, a company can find itself at risk. According to the Resource Conservation and Recovery Act (RCRA) used electronics are hazardous waste if: 1) the used electronic equipment is no longer useable and has been determined to be a waste; 2) the material exhibits the characteristic of toxicity; and 3) the used electronic equipment originated from non-residential sources such as businesses, academic institutions, or government agencies. (While in some states disposal of personal electronics is not governed by law, everyone should be aware of the true dangers of toxic waste resident in a computer, and dispose of their used electronic equipment responsibly.)

Conditionally Exempt Small Quantity Generators – those producing less than 220 pounds (100 kilograms) of hazardous waste per month may prefer to manage it as hazardous waste due to the minimal requirements associated with the smaller waste volumes. For specific RCRA generator requirements, refer to 40 CFR 261, 262 and 273. One computer system usually weighs about 28 pounds. Since most computers and monitors are full of toxic elements it’s best to conform to RCRA’s basic compliance requirements (and legally it may be best to manage even small amounts of waste as “universal waste” and recycle responsibly). It’s sobering to realize that you cannot bury your old computers and media containing devices. You must plan for their retirement and eventually make sure that there are adequate funeral arrangements, especially in the case of data. Assuming that an internal IT staff is “handling it” is like asking the bookkeeper to perform an audit. Retiring information technology assets is a demanding and full time job. An inadvertent release of sensitive data can send a blaze of bad PR your company’s way!

Stockpiled e-waste increases risk. Big risks include compliance fines of up to $10,000 for senior officers. Need more reasons? Employees are the Number One cause of security breaches which could spell ruin for a company. A Ponemon Data Breach Study “contends that each company surveyed in the study sacrificed roughly $2.5 million in lost business, based on their incidents” (Cost of Data Breaches Rises Sharply by Matt Hines, eWeek.com, October 20, 2006). Additionally, sitting equipment encourages theft and a potential loss of data. There are many ways to handle data destruction including the what, when and how it needs to be done. You may determine that on site verifiable destruction is your best option. However, it’s best to work with an independent electronic recycling firm that can give you options and advice depending on your type of media and security levels you require. Another risk factor is not having a proper data destruction policy and using it. Proper destruction can prevent your company from needless and harmful legal discovery.

There are many concerns, issues and challenges surrounding electronic waste and data destruction, so acknowledge that computer obsolescence is here to stay and start taking steps. Establish a solid e-cycling program, do research, attend conferences, ask questions and work with a reputable, local electronic recycler and data destruction company, one that can, for your peace of mind, provide traceable, documented and responsible materials disposition. Many Original Equipment Manufacturers, (OEM’s), struggle to continue shipping aging or obsolete electronic products. Electronic products designed five to ten years ago are still relevant in the marketplace. Often these venerable old products have gained particular acceptance amongst a select group of customers. In many cases these old products fulfill a need in a unique manner. Examples include: designs that are grandfathered into an application due to regulatory considerations; designs having unique form-fit-and-function; designs running special software ; designs subject to contractual support and service requirements; designs in which a new contract stipulates delivery of older gear as part of a larger system offering. Any one or all of these reasons can lead an OEM to continue the production of electronic equipment well into its end of useful component life.

As electronic product designs age, component parts become increasingly difficult to obtain. Component buyers may experience difficulty in obtaining key parts within the design. Component part prices may increase. A point comes when component parts begin going end-of-life at an alarming rate. Quick fixes are no longer sufficient. Sometimes an OEM will procure a ‘life-time’ supply of problem parts – but this supply can be quickly wiped out should unforeseen demand develop. Lack of component parts puts an end to production.

There is an alternative. Profitable, old products can be redesigned. Either preserving the original form fit and function, or adding new features. Product redesign is a cost effective means by which to extend the life of a marketable product.

Orchid Technologies Engineering and Consulting, Inc. recently completed the redesign of the precision LCR instrument. Accurate to 0.05% of full scale, the original 1988 instrument design was very well executed. However vintage 1980’s state of the art electronic components were going end-of-life rapidly.

Our first step was to study the existing design. We worked to put ourselves into the minds of the original designers. Through a process of study and review we identified a redesign approach. We generated a detailed development plan proposing significant technical improvements and cost reductions. Then we set to work.

Chief among the technical improvements and costs reductions were i) reduce circuit board count from two to one board, ii) simplify external connection methods, iii) simplify complex shielding methods, iv) remove requirement for SRAM battery backup with FRAM, v) replace floppy drive with USB stick, vi) replace obsolete TMS320C31 DSP with new TMS320C6713 and port firmware accordingly, vii) replace obsolete Analog Devices 32 bit DDS circuitry with new 48 bit DDS circuitry improving sine wave spectral purity thereby, viii) replace obsolete Burr Brown (TI) Analog to Digital Converters with new Analog Devices SAR converters, ix) reduce most digital logic to a single Altera Cyclone FPGA, x) replace through hole components with SMT parts. Our new instrument is form, fit, and function compatible with the old, while achieving improved accuracy to 0.01% with a 3x increase in measurement speed.
The original LCR instrument circuit board set (shown at the right) required separate analog and digital circuit boards to perform its functions. These circuit boards were shielded with a complex jumble of sheet metal, spacers, and screws. Additionally, expensive coax cables were installed to make the DUT connection. Orchid’s new design is elegantly simple. All circuitry (analog and digital both) is now on a single board, Altera FPGA devices integrate digital functions and system shielding has been simplified. The result is a lower cost, easier to build easier to service assembly that has another five to seven years product life.

An obsolete 33MHz Texas Instruments TMS320C31 DSP performed high speed sine wave correlation functions. Twenty years ago, TI’s DSP processors used a TI-proprietary 32 bit method to represent floating point numbers. Today modern TI DSP processors such as the 200MHz TMS320C6713 can represent floating point number with 64-bit precision using industry standard IEEE floating point methods. Updating the DSP processor required that we port the old DSP source code to the new floating point DSP processor. The benefit was greatly increased mathematical precision together with vastly increased DSP execution speed. These two factors alone served to improve instrument precision from 0.05% to 0.01% accuracy.
Integration of digital circuitry onto a single Altera FPGA both saves space and reduces overall digital system signal noise. Taking the care to energize digital busses only when required. The new design greatly reduces digital signal noise in the precision analog circuitry. Modern FPGA technology allows us to replace an entire circuit board with a single high-density component.

At our website, we get a lot of questions from customers who want to learn how to properly care for their electronics in order to extend their lifespan and maintain the quality of their performance. So I thought I’d take a few minutes to pass along some tips.

It probably shouldn’t need to be said, but considering the number of people who do absolutely nothing in the area of caring for their possessions, I’ll point out the obvious anyway: It’s a good idea to take care of your electronics. There I said it. Even if you already have a manufacturer’s warranty and an extended warranty in place, it’s still a good idea. The warranty will cover you if the item breaks down, and of course anything can break down, but wouldn’t you like to minimize the chances of that happening if you could?

OK, so hopefully you understand the importance of proper maintenance. Now, maybe you’re wondering how to do it. Well below is a list to get you started.

First of all, keep them clear of dust. Dust is one of the great killers of electronics. It gets inside the casing, attaches itself to wires, motherboards and pretty much anything that produces an electric pulse, then it fries them. Keep dust away. There are right ways and wrong ways to clean off dust.

Dusting/Cleaning:

1. Use a damp, lint-free cloth and either water or a mild cleaning agent. Don’t use any harsh cleaning solvents because they can do a lot of harm, especially to your expensive LCD or plasma television screen.

2. In order to clean your plasma or LCD screen use a special cleaner and anti-static cloth designed specifically for those screens (which you can find at most electronics retailers). Don’t use regular glass cleaners.

3. Gently. Don’t apply too much pressure or you might damage your component, especially fragile TV screens.

4. Spray the cleaning solution onto the cloth first and then wipe. Never spray it directly onto the item you’re cleaning. Electronics and liquids don’t mix.

5. If you do spill liquid onto anything electronic, unplug it immediately and have it looked at by a qualified professional before you plug it back in.

6. Never use a vacuum to pick up dust. Vacuums create static and can severely damage your electronics.

7. Get yourself a can of compressed air. They work great for safely removing dust from your gadgets.

Your electronics are also very vulnerable to their environment. Make sure that you store or display them properly. Here are some storage tips.

Storage/Display:

1. Do not keep you electronics in an enclosed space. They create a lot of heat when they are on, and they need proper ventilation to keep from overheating.

2. Do not stack them directly on top of each other. You may notice that many of your components have holes on the top and back of their casings. Those holes provide ventilation for the parts inside. If the ventilation holes are covered, the component can overheat and break down.

3. Keep them out of direct sunlight. Once again, they can overheat.

4. Keep them away from radiators or any other heaters.

5. Keep them away from damp or humid places. Get yourself a dehumidifier if you need to.

Almost any user’s manual that you have will include directions for care of that specific item. Be sure to look through your manuals to see if there are any special instructions that you need to know about.

Well, there you go. While I don’t consider this an exhaustive list of everything you can do to care for your electronics, it is a good review of the basics, and a good checklist for you to follow.

Too often we think about gadgets like small devices made for us to have fun: mp3 players, cell phones, PDA’s, music players. So we forget about the ones made to help people and really change their life.

This article is about the gadgets that improve people life and aren’t so known as party and funny gadgets. I’m going to talk about the gadgets built for people with disabilities, devices that help this people to have a better life. The majority of these gadgets are made for the blinds so I will start with those.


Electronic eyes

This high-tech device recognizes the white stripes of a pedestrian crosswalk and reads traffic lights could tell a blind person when it’s safe to cross the street. The electronic eyes are being developed at Kyoto Institute of Technology.


Braille PDA’s and computers

The Braille Display allows blind users to use standard computers or PDA devices. The Braille gadgets use refreshable Braille displays, which raise small dots through holes in a flat surface to create Braille that refreshes as the user inputs commands. So a blind person will be able to play music, read books, take notes, making presentations or reviewing/editing documents.


PC with a screen reader

Screen readers access information displayed on computer monitors and interpret that information via text-to-speech output. This software must be used along with text to speech synthesizers to allow the blinds to use the computer easy.IBM offers Home Page Reader, special software to read and navigate Web pages for those who are blind.


Cell phone with Talks software

Talks software was created by Cingular Wireless. With it a blind person will have full access to the capabilities of the cell phone using only his voice.


Other usual gadgets for blinds are: Braille and talking clocks, Braille color-identification labels for clothing, tactile writing and signature guides, talking calculators and magnifiers.


For deaf persons there are several helpful gadgets which I will tell you about.

Portable amplifiers

These are small devices that can be easily carried and they are used to provide increased sound amplification.


Telecommunication devices

The telecommunication devices for deaf have typewriter keyboards, and the typed conversation appears either in a readout display or on paper.


Telecaption Adapters

The adapter is attached to television set. These enable viewers to read captions on their television screen.


Alerting gadgets

Now a deaf person can know when someone knocks at the door, when the baby is crying or the telephone is ringing. All these are possible because of the alerting systems. An alerting system for deaf will send a signal if: the baby is crying, the doorbell rings, telephone rings, the smoke alarm systems is on, the security alarms or the wake up alarm was started. The signal may be visual (a flashing light); auditory (an increase in amplification); or vibrotactile.


For the ones without hands or fingers there are some new gadgets designed to improve their life.


X-Finger

X-Finger is medical gadget replaces lost fingers created by Dan Didrick. X-Finger is a non-robotic prosthetic finger, or set of multiple fingers, with a full range of motion, including being able to curl like normal fingers.


The Bionic Hand

The Bionic Hand was created by David Gow. It is unique because thumb and fingers can move and grip just like a human hand and it is unique because it is uses patients mind and muscles control the movements.


So when you hear the word gadgets don’t think only to a device to have fun with, think about devices that improve people life, especially the ones with disabilities.
