A new environmental scheme could lead to an increased demand for green energy courses.

Government plans for green loans that will enable householders to fund energy efficiency measures such as insulation and renewable technology were revealed recently.

The Pay As You Save (PAYS) scheme, which ties the financing to property rather than people, forms a key part of the government’s Household Energy Management (HEMS) strategy, Warm Homes, Greener Homes.

Pilot schemes are already being tested in Birmingham, Sussex, Surrey, Sutton and Stroud, however, legislation will need to be introduced before PAYS can be implemented.

The government announced that it expects loans from the financial institutions to be available from 2012.

Attaching the cost of eco-upgrades to the home rather than the homeowner is a government acknowledgement that, with people moving home on average every 12 years, that is not enough time for bill reductions to cover the upfront costs of eco-upgrading their homes.

The PAYS way means householders would only be responsible for the repayments while they are benefiting from the measures.

Ed Miliband, energy and climate secretary, said: “This shows we can meet the national interest of tackling climate change and reducing our dependence on foreign energy at the same time as we help people save money.

“The Warm Homes, Greener Homes Strategy will remove the deterrent of upfront costs and reduce the hassle of the move to greener living.”

The Warm Homes, Greener Homes Strategy aims to insulate six million homes by the end of 2011, insulate all practical lofts and cavity walls by 2015 and to have offered seven million eco upgrades by 2020, with all homes to have smart metres.

At least one in 10 new homes in Britain built since April 2008 do not meet legal requirements for energy efficiency, which were enshrined in the Energy Performance Certificate.

Until September 2010 grants of up to £2,500 are still available under Phase I of the government’s Low Carbon Buildings Programmer (LCBP) for householders who want to generate their own heat.

Solar thermal hot water, ground source and air source heat pumps, and wood-fuelled heating biomass products are covered by the LCBP.

The renewable heat incentive (RHI), is currently being consulted on by the UK government, which it plans to have in place from April 2011.

Grants for electricity-generating technologies are no longer available under the Low Carbon Buildings Programme in England and Wales and Northern Ireland, however, the new electricity feed-in-tariff provides cashback for homeowners in England, Scotland and Wales.

Britain is in danger of failing to meet its renewable energy targets despite government schemes, claims a heating manufacturer.

Robert Lockhart, renewables project manager at Vokera, told Heating & Plumbing Monthly magazine that Britain is falling behind its neighbour Ireland in combating carbon emissions and is still a long way off from meeting the 2020 15 per cent renewable energy target.

Government initiatives such as the Low Carbon Buildings Programme and the ‘feed-in tariff’ are well intentioned but are being stifled by red tape and bureaucracy, according to Mr Lockhart.

Robert Lockhart told the publication that the Microgeneration Certification Scheme (MCS) needs to be less regimented so that more suppliers and installers can benefit from new more environmentally friendly products.

He told the magazine: “The pace of new ‘green’ technologies coming onto the UK marketplace is rapid, yet there are suppliers wishing to register new products that cannot because of the restrictive nature of the MCS.”

The MCS gives consumers the guarantee that certified microgeneration products and the installers of those products have conformed to a rigorous set of standards.

To qualify for financial incentives such as the Low Carbon Buildings Programme, both the microgeneration product and the installer must carry the MCS mark.

Mr Lockhart went on to say that electricians and plumbers may need to go on green energy courses in order to meet the demand for renewable products.

Examples of renewable heat technologies include air and ground source heat pumps, biomass boilers, solar-thermal water heaters and combined heat and power plants.

Heat generated from renewable sources account for around one per cent of total heat demand and this may need to rise to 12 per cent in order to hit EU targets.

“The tens-of-thousands of Gas Safe registered installers, who potentially have the transferable skill set to install solar thermal and air source heat pumps,” Mr Lockhart told Heating & Plumbing Monthly.

Plumbing courses and electrical courses will change in the future as the installation of energy efficient forms of heating and lighting grow in importance.

Powers in the Energy Act 2008, which the government hopes will be in place for 2011, allow the setting up of a Renewable Heat Incentive.

An environmental industrial revolution in Scotland may see an increased demand for green energy courses, according to Jim Murphy.

Up to 50,000 green collar jobs will be generated in the country by 2015 if Labour is elected at the next general election, said the secretary for state for Scotland while on a visit to Pelamis Wave Power in Edinburgh.

Mr Murphy’s pledge that thousands of green jobs will be created is part of Labour’s general election manifesto, which also includes the promise of a Green Investment Bank that would provide £2 billion for green projects across the United Kingdom.

He said: “Labour wants to bring a Green Industrial Revolution to Scotland. The green technologies being developed in Scotland are world leading and need support to grow.

“Scotland’s green industries will not only generate clean energy, but will generate jobs. With the right approach, green industries will bring tens of thousands of jobs to Scotland.”
